The Facility Readiness and Service Availability Assessment and Reporting (FRESAAR) Tool has been a game-changer in optimizing health services for adolescents. This digital solution, spearheaded by the World Health Organization and Korea International Cooperation Agency with CP Health Innovations (CPHI) as implementation partner, is reshaping how health facilities in Eastern Visayas manage data, assessments, and reporting. Here’s a closer look at the transformative steps taken to implement and enhance FRESAAR in 2024.

Bridging Gaps: Orientation and Knowledge Transfer
From October 15-17, 2024, an intensive orientation and IT knowledge transfer workshop were conducted for the Samar Provincial Health Office (PHO). The sessions not only familiarized stakeholders with FRESAAR but also equipped them with the tools to seamlessly integrate the platform into their workflows.
Key Highlights:
Streamlining Submissions: Samar PHO was guided to ensure smooth submission processes without reopening assessment batches.
Improving Accountability: Individual accounts for assessors and validators were set up to maintain data integrity.
Optimizing Resources: The team worked on facility uploads using the National Health Facility Registry (NHFR) list and tested the application using seven sample accounts.
Additionally, the workshop addressed critical challenges, such as insufficient server hosting at Samar’s Provincial ICT Office. Following discussions with Governor Sharee Ann Tan, the PHO secured approval to procure a dedicated server, marking a significant step forward.

Building Capacities: Manuals and Training Materials
The development of comprehensive manuals and training materials has been instrumental in ensuring smooth deployment and usability of FRESAAR. Initial training sessions covered:
Server setup and app deployment
Dashboard creation
IT best practices

Collaborative Progress: Stakeholder Engagement
Collaboration has been at the heart of FRESAAR’s success. Key engagements included:
- Inception Meetings: To outline deliverables and align on system requirements.
- Training Sessions: Engaging stakeholders in refining assessment workflows.
- Feedback Integration: Incorporating valuable insights from Samar PHO and Governor Tan to enhance functionalities, such as the integration of the HEADSSS form for adolescent health.

A Commitment to Excellence
The progress achieved with the FRESAAR tool underscores CPHI’s dedication to innovation and partnership in health technology. By providing continuous technical support, refining systems based on real-time feedback, and ensuring rigorous training, FRESAAR is poised to make a lasting impact on adolescent health services in the Philippines.
As regional implementations unfold, the collaborative efforts between CPHI, WHO, and local health offices reaffirm the potential of digital solutions in transforming public health.
