Strengthening Provincial Health Assessments: WHO FRESAAR Assessors' Training in Tacloban
From November 26 to 28, 2024, CP Health Innovations (CPHI), under the project of WHO and KOICA, conducted the WHO FRESAAR Assessors and Validators Training in Tacloban. This initiative was a significant step in empowering Samar’s Provincial Health Office (PHO) with the tools and knowledge needed to enhance health data collection and reporting.
The training focused on equipping assessors and validators with the skills to effectively utilize the FRESAAR application for region-wide health facility assessments. With a streamlined approach to data collection, this innovative tool allows health professionals to make data-driven decisions that improve healthcare outcomes.

Operationalizing Morbidity Dashboards for Samar
Following the training, the CPHI team addressed a critical request from the Samar PHO: the development of a dashboard tailored to the FHSIS M2 Report, also known as the Morbidity Dashboards. By December 20, 2024, these dashboards were successfully developed and integrated into the FReSAAR system. They are now fully operational and ready for site-wide implementation.
This new feature will empower Samar PHO to track and analyze health facility performance with greater precision, setting the stage for their site-wide assessment scheduled from January 27-31, 2025, or February 3-7, 2025 (tentative dates provided by the Samar PHO team).

Seamless Handover of the FRESAAR Application
On December 20, 2024, the CPHI team finalized all necessary iterations for the FReSAAR application, ensuring the tool’s readiness for the upcoming province-wide assessment. The turnover package provided to the Samar PHO ICT team included:
- The FRESAAR source code
- Setup files for system installation
- Dashboard template images for seamless integration
Once set up, the Samar PHO will have access to a robust digital infrastructure tailored to their health assessment needs, ensuring timely and accurate data reporting.

Looking Ahead
With these advancements, Samar’s provincial health office is well-prepared to implement the FRESAAR application at scale. This effort marks a critical milestone in leveraging technology to bridge healthcare gaps and improve service delivery across the province.
