Driving Health Impact: CP Health Innovations Joins WHO's Midterm Review and Conference for SNI Phase 2

The World Health Organization (WHO) and the Department of Health (DOH) of the Philippines, with funding from the Republic of Korea through the Korea International Cooperation Agency (KOICA), hosted the Midterm Review and Conference for the Subnational Initiative (SNI) Phase 2. This event served as a pivotal opportunity to evaluate the progress of the joint program, titled “Strengthening Health Care Provider Network (HCPN) with Enhanced Linkage to the Community for Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH).” CP Health Innovations (CPHI), a health-tech solutions provider, was among the participants, underscoring its commitment to advancing health care delivery in the Philippines.

Advancing Maternal and Child Health

Since its inception in 2020, SNI Phase 2 has focused on improving health outcomes for mothers, children, and adolescents in the provinces of Aklan, Davao, and Agusan del Sur. Through strengthening HCPNs and enhancing their connection to communities, the initiative aims to deliver comprehensive and accessible health services.

Significant progress has been recorded since 2020. For instance, in Aklan, about 94% of women who gave birth had at least four antenatal care visits in 2022, a remarkable increase from 56.4% in 2020. Davao reported an increase in facility-based deliveries from 90% in 2020 to 92.3% in 2022. In Agusan del Sur, the percentage of newborns initiated on breastfeeding immediately after birth rose from 60.73% in 2020 to 96.9% in 2022, aligning with WHO recommendations for exclusive breastfeeding.

A Collaborative Approach

This milestone event brought together diverse stakeholders—from health officials and program implementers to private-sector partners like CPHI. Collaborative dialogue and knowledge-sharing sessions underscored the importance of partnerships in driving systemic change. Representatives presented data-backed insights on key interventions, such as improved health worker training, robust referral systems, and strengthened community engagement. These efforts are instrumental in reducing maternal and child mortality rates and promoting adolescent health and well-being. KOICA Philippines Country Director Kim Eunsub emphasized the value of multisectoral collaboration, stating, “KOICA firmly believes in the importance of multisectoral collaboration to create synergy in improving RMNCAH services in the community. Together, we can make a profound difference in the lives of countless individuals, leaving behind a legacy of enhanced healthcare and improved well-being.”

Leveraging Data and Technology

The initiative’s Facility Readiness and Essential Service Availability Assessment (FRESAA) tool played a critical role in evaluating over 1,000 primary care facilities in Davao, with plans to assess an additional 336 facilities across Agusan del Sur and Aklan. These assessments ensure that facilities are equipped to provide safe and effective maternal and newborn care.

The Performance Accountability System (PAS) introduced by the initiative also empowered local governments to allocate resources effectively. For example, a local council in Davao increased its health budget allocation eightfold after participating in PAS workshops.
