April 2025 — CP Health Innovations (CPHI), in collaboration with the World Health Organization (WHO) and the Southern Leyte Provincial Health Office, supported the deployment and pilot implementation of the Facility Readiness and Service Availability Assessment and Reporting for Adolescent Health (FRESAAR) application in Southern Leyte in April 2025. As part of the Joint Programme on Accelerating Progress Towards Adolescent Health and Well-being (JPARAP), the project aims to accelerate progress in adolescent health and well-being by strengthening the capacity of health systems to assess facility readiness and service availability, identify service delivery gaps, and inform evidence-based planning for improved adolescent health services.

In preparation for the pilot testing, CPHI conducted technical coordination and provided virtual assistance to the Southern Leyte ICT Office on system setup, server hosting, and application readiness. An alignment meeting on April 23, 2025, brought together representatives from WHO, the Southern Leyte Provincial Health Office, and CPHI to establish implementation arrangements and clarify responsibilities. CPHI also committed to maintaining and hosting the application throughout the project, with plans to eventually transfer the hosting responsibilities to the Provincial Health Office following the turnover of the application’s source code and technical documentation.

The two-day pilot testing on April 28–29, 2025, brought together WHO representatives, provincial health personnel, and CPHI to orient participants on the application’s objectives, coverage, and functionality. Assessors were assigned to participating health facilities through the FRESAAR platform, and facility assessments proceeded without major technical issues.

Through this collaboration, CPHI contributed to the technical readiness and initial implementation of FRESAAR, supporting the transition toward more efficient, digitally enabled health facility assessments. The pilot also provided an opportunity to identify operational considerations and reinforce coordination among health personnel, technical teams, and project partners. These efforts form part of the continuing enhancement and maintenance of FRESAAR, helping strengthen digital tools that support adolescent health service assessment and planning.
